EXECUTIVE ORDERS
No State agency shall approve [a grant of] State
financial assistance to any recipient who is engaged
in discriminatory practices. Each State Agency shall
monitor its Grant, LOAN AND LOAN GUARANTEE Programs to
assure that grant recipients do not engage in
discriminatory practices in violation of this
Executive Order. THE HIGHEST OFFICER OF EACH
RECIPIENT ORGANIZATION SHALL CERTIFY THAT
DISCRIMINATION IS PROHIBITED BY THE RECIPIENT
ORGANIZATION, AND THAT THE CONSTITUTION, CHARTER OR
BY-LAWS OF EACH RECIPIENT ORGANIZATION CONTAINS A
NON-DISCRIMINATION CLAUSE. CERTIFICATION SHALL OCCUR
WITHIN 90 DAYS OF ANY AWARD OF FINANCIAL ASSISTANCE
UNLESS THE CONSTITUTION OR CHARTER OF THE RECIPIENT
EXPRESSLY REQUIRES A LATER DATE. THE RECIPIENT SHALL
ADVISE THE STATE AGENCY OF THE EXPECTED DATE OF ANY
NECESSARY CHANGE OF ITS CONSTITUTION, CHARTER, OR
BY-LAWS. FAILURE TO MAKE THE CHANGE, IF NECESSARY,
OBLIGATES THE RECIPIENT TO REPAY THE AWARD WITH ALL
INTEREST. [All recipients] RECIPIENTS of State
financial assistance shall submit to the [Grant]
Approving Agency, at its request, information relating
to the recipient's operations, with regard to
political or religious opinion or affiliation, marital
status, physical or mental handicap, race, color,
creed, sex, age, or national origin. Such information
shall be furnished on a form to be prescribed by the
agency.
ARTICLE VII - OTHER GOVERNMENTAL BODIES
All political subdivisions and other
instrumentalities of government are requested to
cooperate in this endeavor to the end that any and all
discrimination within the State is eliminated.
ARTICLE VIII - COOPERATION WITH THE MARYLAND
COMMISSION ON HUMAN RELATIONS
AND THE SECRETARY OF PERSONNEL
All State agencies, in accordance with the provisions
and intent of the State Constitution and the State's
laws against discrimination shall cooperate fully with
the Maryland Commission on Human Relations and the
Secretary of Personnel and duly comply with their
validly adopted rules, regulations, guidelines, and
directives for effectuating the State's policy against
discrimination.
