VETOES

In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed House Bill 1299.

This bill authorizes Baltimore City to acquire certain land
and property, subject to a certain condition, by eminent domain
for or in connection with the industrial and economic growth of
the city.

Senate Bill 740,. which was passed by the General Assembly
and signed by me on May 13, 1986, accomplishes the same purpose.
Therefore, it is not necessary for me to sign House Bill 1299.

AN ACT concerning

Baltimore City - General Powers

FOR the purpose of authorizing Baltimore City to acquire certain
land and property, subject to a certain condition, by
eminent domain for or in connection with the industrial and
economic growth of the city; providing for the termination
of this Act; and providing that the abrogation of this Act
does not apply to suits filed on or before a certain date.

BY repealing and reenacting, with amendments,

The Charter of Baltimore City, 1964 Revision

Article II - General Powers

Section (15A)(a)

(1981 Replacement Volume, as amended)

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

The Charter of Baltimore City
Article II - General Powers

The Mayor and City Council of Baltimore shall have full
power and authority to exercise all of the powers heretofore or
hereafter granted to it by the Constitution of Maryland or by any
Public General or Public Local Laws of the State of Maryland; and
in particular, without limitation upon the foregoing, shall have
power by ordinance, or such other method as may be provided for
in its Charter, subject to the provisions of said Constitution
and Public General Laws:
