(b) In this section, "operating deficit" means operating
costs less:
(1) The greater of operating revenues or 50 percent
of the operating costs; and
(2) All federal operating assistance.
(c) Subject to the appropriation requirements and budgetary
provisions of § 3-216 of this article and upon receipt of an
approval of a grant application in the form or detail as the
Secretary shall reasonably require, the Department shall provide
for annual grants to Prince George's County [and] Montgomery
County, AND MUNICIPAL CORPORATIONS IN MONTGOMERY COUNTY OR PRINCE
GEORGE'S COUNTY for a share of the annual operating deficits
beginning on July 1, 1984 of the local bus systems for bus
service that a local bus system provides after January 1, 1978 to
replace comparable bus service in each county OR MUNICIPAL
CORPORATION that the bus transit system of the Washington
Metropolitan Area Transit Authority operated prior to the
effective date of this section. The amount of comparable bus
service eligible for the Department's grants shall be limited to
the number of bus platform miles and platform hours previously
operated by the Washington Metropolitan Area Transit Authority on
the replaced service.
(d) The Department's share shall equal 75 percent of the
operating deficit of a local bus system for bus service described
in subsection (c) of this section.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1986.

In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed House Bill 528.
This bill requires a background investigation for criminal
activity for employers and employees of child care institutions
and authorizes, but does not compel, employers to require
background checks for volunteers working at these facilities. An
application procedure for the background checks is established
under the guidance of the Secretary of the Department of Public
Safety and Correctional Services. The bill's provisions are
