VETOES

FOR the purpose of requiring that the books of account, records,
and inventory, premises, vehicles, and vehicle parts of
vehicles and major vehicle components of certain licensees
be open to inspection by the Motor Vehicle Administration or
a police officer under certain circumstances for a specific
purpose; requiring certain procedures for an inspection of
books of account, records or inventory of vehicles or major
vehicle components under this Act; providing for the
construction of provisions of this Act; defining a certain
term; and generally relating to authorizing the inspection
of the books of account, the records, and inventory of
vehicles and major vehicle components, of certain licensees
under certain circumstances for a specific purpose.

BY repealing and reenacting, with amendments,

Preamble

WHEREAS, The General Assembly finds that crimes involving

the theft of motor vehicles and their parts have increased

steadily over the past years, with a resulting loss of millions
of dollars to the residents of this State; and

WHEREAS, The General Assembly finds that close and strict

government regulation of certain persons and businesses dealing

in motor vehicles and their components will significantly reduce

the number of thefts of motor vehicles and their parts in this
State; and

WHEREAS, It is the intent of the General Assembly to
strengthen a system of licensing and recordkeeping that prevents
or reduces the transfer or sale of stolen motor vehicles or their
parts within this State; now, therefore,

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

15-105.

(a) (1) A person who is licensed under this title may
conduct the licensed activity only from a fixed location, as
specified in the application for the license.

(2) The books of account and records of, except as
otherwise specified by law, the licensee shall be kept at that
location.
