under the age of 21, less an amount equivalent to the State's
obligation of general funds in fiscal year 1987 for inpatient
psychiatric services provided in private facilities for persons
under the age of 21. The amount of funds shall be calculated as
follows; Multiply $100 (one-half of the average per diem Medicaid
rate of reimbursement established by the Cost Accounting Division
of the Department of Health and Mental Hygiene) by the number of
Medicaid eligible persons under the age of 21 in each Department
of Health and Mental Hygiene psychiatric facility accredited by
the Joint Commission for the Accreditation of Hospitals as of
September, 1986. Multiply that product by the number of bed days
during fiscal year 1986 for each of the above persons. The
resulting amount shall be placed in the fiscal year 1988 budget
and shall be in addition to the amount of non-Title XIX moneys
appropriated in fiscal year 1987 for the programs identified
herein. The amount included in the operating budget of the
Mental Hygiene Administration under this Act shall be used for
community residential and support services for persons with
mental disorders under the age of 21 including the development of
additional therapeutic group homes and other group home
placements, specialized foster care placements, community housing
and rehabilitative services for young adults age 18 to 21,
outreach, in-home intervention, and other services linking the
community mental health system with the schools, courts, and
local departments of social services and other child care
agencies.
Further, the Department of Health and Mental Hygiene shall,
by December 1, 1986, integrate into the Five-Year
Deinstitutionalization Plan and the Interagency Plan for Children
with Special Needs a method for expending the anticipated funds.
The Department of Health and Mental Hygiene shall be prepared to
implement the method with the revenues collected in fiscal year
1988.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1986.
