FOR the purpose of requiring that certain federal funds collected
in fiscal year 1988 by the State for certain reimbursements
be placed in the fiscal year 1988 operating budget of the
Mental Hygiene Administration within the Department of
Health and Mental Hygiene; providing for the calculation of
the amount of funds to be placed in the fiscal year 1988
operating budget of the Mental Hygiene Administration;
specifying the use of these funds; specifying that funds
budgeted in this Act are in addition to the amounts
appropriated in the Governor's budget to the Mental Hygiene
Administration in fiscal year 1988; providing for the effect
of this Act notwithstanding a certain provision of law;
requiring the Department of Health and Mental Hygiene to
prepare a certain method for expenditure of funds by a
certain date and to be prepared to implement the method in
fiscal year 1988; and generally relating to the supplemental
funding in fiscal year 1988 of the Mental Hygiene
Administration to provide certain community support services
for persons with mental disorders under a certain age.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF

MARYLAND, That, notwithstanding § 16-204 of the Health - General

Article, for fiscal year 1988 only, and from only those funds
collected by the State in federal revenue reimbursement under
Title XIX of the Social Security Act for inpatient psychiatric
services provided in Mental Hygiene Administration facilities for
persons under the age of 21, and subject to the provisions of law
relating to budgetary procedure to the extent applicable, the
amount collected shall be placed in the operating budget of the
Mental Hygiene Administration (32.12.01.01). The Mental Hygiene
Administration shall use these collected Social Security Act
Title XIX reimbursements for community support services for
persons with mental disorders under the age of 21, including the
development of additional therapeutic group home placements,
specialized foster care placements, community rehabilitation
services for young adults age 18 to 21, outreach, and other
services linking the community mental health system with the
schools, courts, local departments of social services, and other
child care agencies. The amounts placed in the operating budget
of the Mental Hygiene Administration under this Act shall be in
addition to, and not in replacement of, the amount appropriated
in the Budget Bill and Supplemental Budget for fiscal year 1988
to the Mental Hygiene Administration within the Department of
Health and Mental Hygiene.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That notwithstanding § 16-204 of the Health - General
Article, for fiscal year 1988 only, the Governor shall include in
the operating budget of the Mental Hygiene Administration
(32.12.01.12) an amount of funds at least equivalent to the
calculated amount of funds to be collected in fiscal year 1987 by
the State in federal revenue reimbursements under Title XIX of
the Social Security Act for inpatient psychiatric services
provided in Mental Hygiene Administration facilities for persons
