This bill makes a series of changes to the Energy Overcharge
Restitution Trust Fund, including altering the membership of the
Board of Trustees and modifying the terms for the expenditure of
Trust Fund monies.
House Bill 1308, which was passed by the General Assembly
and signed by me on May 27, 1986, accomplishes the same purpose.
Therefore, it is not necessary for me to sign Senate Bill 1053.

AN ACT concerning
Energy Overcharge Restitution Trust Fund -
Expenditure of Funds
FOR the purpose of authorizing the expenditure of a certain
amount of the principal of the energy overcharge restitution
trust fund if money in the trust fund exceeds a certain
amount; and generally relating to expenditure of the
principal of the energy overcharge restitution trust fund.
BY repealing and reenacting, with amendments,

FOR the purpose of requiring certain approval of budget
amendments relating to funds in the Energy Overcharge
Restitution Trust Fund under certain circumstances;
authorizing the expenditure of a certain amount of the
principal of the Trust Fund if the money in the Fund exceeds
a certain amount; altering certain provisions concerning
disbursements from the Trust Fund; and generally relating to
the use of funds in the Energy Overcharge Restitution Trust
Fund. authorizing certain expenditures from the principal of
the Energy Overcharge Restitution Trust Fund; providing for
the equipment, personnel, and expenses for the
administration of the Energy Overcharge Restitution Trust
fund; providing for a certain report to certain committees
of the General Assembly; altering certain limitations on the
use of certain funds; providing certain limitations on
expenditures; authorizing the Trust Fund Board of Trustees
to make certain disbursements in the form of loans to
certain nonprofit groups; authorizing the Board to establish
certain regulations; making this Act an emergency measure:
