Special Fund Appropriation.........
It is the intent of the General
Assembly that the Department of
Transportation is authorized to
expend funds for the State's
share of the cost to deepen the
southern approaches to the Port
of Baltimore in conjunction with
an equitable cost sharing
agreement between the State and
federal governments. The General
Assembly endorses the addition of
the project to the Consolidated
Transportation Program. The
General Assembly recognizes that
this authorization may require
the department to develop a State
funding plan which could include,
but not be limited to, bond
financing, utilization of
existing special fund reserve
funds, and the sale of State
property. The department shall
report its intended financing
plan to the Legislative Policy
Committee and the Budget
Committees prior to initiation of
the project for legislative
review and comment.
