that the director may contract with child placement agencies
to perform certain duties; providing for the operation of
the registry; authorizing partial matches under certain
circumstances; establishing matching procedures; providing
for the scope of information to be obtained by the registry;
directing the Administration to set a certain fee; providing
for a delayed effective date for this Act; and generally
relating to the Mutual Consent Voluntary Adoption Registry.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

SUBTITLE 4A. MUTUAL CONSENT VOLUNTARY ADOPTION REGISTRY

5-4A-01.

(A)  IN THIS SUBTITLE THE FOLLOWING WORDS HAVE THE MEANINGS
INDICATED.

(B)  "ADMINISTRATION" MEANS THE SOCIAL SERVICES
ADMINISTRATION OF THE DEPARTMENT.

(C)  "ADOPTEE" MEANS AN INDIVIDUAL:

(1)  WHO WAS ADOPTED IN THIS STATE; OR

(2)  WHO WAS PLACED FOR ADOPTION BY:

(I)  A CHILD PLACEMENT AGENCY LICENSED IN THIS
STATE; OR

(II)  A LOCAL DEPARTMENT.

(D)  "DIRECTOR" MEANS THE DIRECTOR OF THE ADMINISTRATION.

(E)  "IDENTIFYING INFORMATION" MEANS INFORMATION THAT
REVEALS THE IDENTITY OR LOCATION OF AN ADOPTEE, THE NATURAL
PARENTS OF AN ADOPTEE, OR A NATURAL SIBLING.

(F)  "LOCAL DEPARTMENT" MEANS A LOCAL DEPARTMENT OF SOCIAL
SERVICES FOR A COUNTY.

(G) "NATURAL FATHER" MEANS A MAN WHO:
