Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed Senate Bill 514.

This bill establishes a Mutual Consent Voluntary Adoption
Registry where natural parents, adoptees, and siblings may
register to have identifying information released to each other.

House Bill 116, which was passed by the General Assembly and
signed by me on May 27, 1986, accomplishes the same purpose.
Therefore, it is not necessary for me to sign Senate Bill 514.

FOR the purpose of establishing the Mutual Consent Voluntary
Adoption Registry where natural parents, adult adoptees, and
adult natural siblings may register their willingness to
have identifying information released . to each other;
defining certain terms; stating certain legislative
purposes; providing that only certain individuals may
register with the registry; requiring that certain records
be maintained for a certain period of time; establishing
