of the State and has successfully completed the training
certified by the Maryland Police Training Commission or the
Maryland State Fire Rescue Education Commission. For the purposes
of (b) and (c) of the preceding sentence, "an organized police
department" [shall mean] MEANS an organized police department of
this State, or a county or municipality thereof, AND INCLUDES A

PRIVATE POLICE DEPARTMENT CERTIFIED TO MEET THE STANDARDS

PRESCRIBED BY THE MARYLAND POLICE TRAINING COMMISSION IF THE
APPLICANT HAS SUCCESSFULLY COMPLETED THE MARYLAND POLICE TRAINING
COMMISSION'S PRESCRIBED COURSE OF TRAINING THAT IS PERMITTED TO
ENROLL ITS OFFICERS IN APPROVED MARYLAND POLICE TRAINING
COMMISSION SCHOOLS AND ACADEMIES IF THE APPLICANT HAS
SUCCESSFULLY COMPLETED THE MARYLAND POLICE TRAINING COMMISSION'S
PRESCRIBED TRAINING COURSE FOR A POLICE OFFICER, or a law
enforcement agency of the United States of America or any state
of the United States, or county or municipality thereof; or

(2) Such person or at least one member of the firm
and one officer or director of the association or corporation was
licensed or registered by the Superintendent pursuant to this
subtitle of this article on or prior to July 1, 1968.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1986.

Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed Senate Bill 288.

This bill grants out-of-state disabled drivers displaying a
disabled person placard, issued under provisions similar to
Maryland law, the same parking privileges as drivers displaying a
Maryland disabled person placard.

House Bill 440, which was passed by the General Assembly and
signed by me on May 13, 1986, accomplishes the same purpose.
Therefore, it is not necessary for me to sign Senate Bill 288.
