JOINT RESOLUTIONS

the victims of Alzheimer's disease and their families, and
persons suffering from other diseases and conditions affecting
the aged and elderly and their families, including the extent to
which the following services are provided and the feasibility of
expanding or establishing the following services or programs:

(1)  Financial assistance to care givers as provided
by Article 70B, § 4E of the Code, with particular attention to
the Office on Aging family support programs;

(2)  Assistance to the Health Resources Planning
Commission with identifying, encouraging, and monitoring the
development of diagnostic centers and other resources for the
early detection of Alzheimer's disease in the private sector;

(3)  Respite care as provided by Article 88A of the
Code, with special focus on better utilizing in-home care
programs and adult day care centers;

(4)  Legal and social support group funding as
provided by Article 10, §§ 45A through 45-O and § 14-201 of the
Family Law Article beginning with the provision of funding
through existing programs in local area agencies on aging; and

(5)  Other necessary assistance for patients and care
givers including a pilot demonstration center for training family
care givers; and be it further

RESOLVED, That the Council study the impact on insurance
coverage of the designation of Alzheimer's disease or
multi-infarct dementia as a "psychiatric disorder"; and be it
further

RESOLVED, That the Coordinating Council be composed of:

(1)  One member of the House of Delegates, appointed
by the Speaker of the House, and one member of the Senate of
Maryland, appointed by the President of the Senate; and

(2)  A representative of the Governor;

(3)  A representative of the Department of Health and
Mental Hygiene;

(4)  A representative of the Department of Human
Resources;

(5)  A representative of the Office on Aging;

(6)  A representative of the Insurance Commissioner;

(7) A representative of the Health Resources Planning
Commission;
