plan of action to implement the recommendations of the Governor's
Commission on Compensation and Personnel Policies; and be it
further
RESOLVED, That the Governor provide the plan of action to
implement the Commission's recommendations to the Legislative
Policy Committee by December 1, 1986; and be it further
RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That the
Legislative Policy Committee is requested to establish a
Committee to study State employee classifications and programs
that will create a more efficient and competent work force advise
the Secretary of Personnel in the implementation of the
recommendations of the Governor's Commission on Compensation and
Personnel Policies; and be it further
RESOLVED, That the Committee be composed of:
(1) 4 2 members of the House of Delegates, appointed
by the Speaker of the House, and 4 2 members of the Senate of
Maryland, appointed by the President of the Senate; and
(2) The Secretary of Personnel; and
(3) 3 representatives from the major associations
representing State employees, and 3 members of the public who may
be State employees appointed by the Speaker and President on the
Governor's recommendation; and be it further
RESOLVED, That the Chairman of the Committee be appointed by
the President and Speaker the Secretary of the Department of
Personnel or a designee of the Secretary; and be it further
RESOLVED, That the Committee Secretary of Personnel consult
with the Secretaries of the major departments, representatives of
private industry with experience in this field, representatives
of the Maryland Commission for Women, and other appropriate
individuals; and be it further
RESOLVED, That the Committee report its findings and
recommendations to the Legislative Policy Committee by December
1, 1986; and be it further
RESOLVED That support for the Committee be provided by the
Department of Fiscal Services and the Department of Legislative
Reference, that the Department of Personnel should provide,
directly or through consultants, any necessary assistance; and be
it further
RESOLVED, That copies of this Resolution be forwarded by the
Department of Legislative Reference to the Honorable Harry
Hughes, Governor of Maryland; the Honorable Melvin A. Steinberg,
President of the Senate; the Honorable Benjamin L. Cardin,
Speaker of the House of Delegates; the Honorable John F. X.
O'Brien, Secretary of Personnel, 301 West Preston Street,
