WHEREAS, Health Systems Agencies are funded by State, local,
and federal governments; and
WHEREAS, Approximately one-third of the State's 1986 budget
for the Health Resources Planning Commission, or $661,000, has
been appropriated for Health Systems Agencies; and
WHEREAS, The roles of the Health Systems Agencies in health
care planning are not consistent statewide; and
WHEREAS, Additional information is needed on the functions
being served by Health Systems Agencies in health care planning
in the State; now, therefore, be it
RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That the Joint
Committee on Health Care Cost Containment should study Health
Systems Agencies to determine their role in local health planning
in Maryland; and be it further
RESOLVED, That the Joint Committee on Health Care Cost
Containment report its findings and recommendations to the
General Assembly by January 1, 1987; and be it further
RESOLVED, That copies of this Resolution be forwarded by the
Department of Legislative Reference to the Honorable Harry
Hughes, Governor of Maryland, the Honorable Melvin A. Steinberg,
President of the Senate of Maryland, and the Honorable Benjamin
L. Cardin, Speaker of the House of Delegates.

A Senate Joint Resolution concerning
The Health Resources Planning Commission and
the Health Services Cost Review Commission
FOR the purpose of requiring the establishment of a task force
requiring the Joint Committee on Health Care Cost
Containment to study the restructuring of the Health
Resources Planning Commission and the Health Services Cost
Review Commission; providing for the membership, chairman,
and staffing of the task force, and providing that the task
force and requesting that the Joint Committee on Health Care
Cost Containment report to the General Assembly.
WHEREAS, Extensive legislation was enacted in 1985 on health
care cost containment, the Health Resources Planning Commission,
and the Health Services Cost Review Commission; and
