JOINT RESOLUTIONS
WHEREAS, The General Assembly stands behind the farm workers
in their resolve to improve the lives of North America's farm
workers and their right to safe working conditions and decent
wages and benefits; now, therefore, be it
RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That this body
supports the boycott of California fresh grapes by the United
Farm Workers of America, AFL-CIO; and be it further
RESOLVED, That this body encourages all Marylanders to
support the fresh grape boycott in support of Cesar Chavez and
the United Farm Workers of America; and be it further
RESOLVED, That copies of this Resolution be forwarded by the
Department of Legislative Reference to the Honorable Harry
Hughes, Governor of Maryland; the Honorable Melvin A. Steinberg,
President of the Senate of Maryland; the Honorable Benjamin L.
Cardin, Speaker of the House of Delegates; the Honorable George
Deukmejian, Governor, the State House, Sacramento, California
95814; and Mr. Cesar Estrada Chavez, President, United Farm
Workers of America, LaPaz, Keene, California 93531-0006.

A Senate Joint Resolution concerning
Health Systems Agencies
FOR the purpose of providing that the Joint Committee on Health
Care Cost Containment should study Health Systems Agencies
to determine their role in local health planning in
Maryland.
WHEREAS, Health Systems Agencies are local agencies in the
State authorized to develop local health plans and provide input
into statewide standards for certificates of need and health
planning; and
WHEREAS, Health Systems Agencies are forums for local
citizens to provide input into health care decision making; and
WHEREAS, Health Systems Agencies provide a process of checks
and balances in the Health Planning Program; and
WHEREAS, Health Systems Agencies provide educational
information and technical assistance to health providers,
consumers, and elected officials; and
