2-103 2-102.

THE MEMBERS WHO HOLD MEMBERSHIP BY VIRTUE OF THEIR ELECTED
OR APPOINTED POSITION HOLD OFFICE ONLY DURING THEIR TERM OF
OFFICE. THE MEMBERS-AT-LARGE SERVE AT THE PLEASURE OF ELECTED
MEMBERSHIP OF EACH COUNTY.

2-104 2-103.

VACANCIES ON THE COUNCIL SHALL BE FILLED FOR THE DURATION OF
THE UNEXPIRED TERM IN THE SAME MANNER AS PROVIDED FOR THE
ORIGINAL APPOINTMENT.

2-105 2-104.

MEMBERS OF THE COUNCIL SERVE WITHOUT COMPENSATION.

2-201.

(A)  THE AREA OF OPERATION OF THE COUNCIL IS COTERMINOUS
WITH THE AREA OF THE REGION.

(B)  ASSOCIATION WITH THE COUNCIL IS OPEN TO ALL COUNTIES,
MUNICIPALITIES, AND SPECIAL DISTRICTS LOCATED WITHIN THE
TRI-COUNTY AREA.

2-202.

WITHOUT LIMITING OR RESTRICTING THE GENERAL POWERS CONFERRED
BY THIS ARTICLE, THE COUNCIL MAY DO ANY OF THE FOLLOWING:

(1)  ADOPT AND HAVE A COMMON SEAL, AND ALTER IT AT
PLEASURE;

(2)  SUE. HOWEVER, THE COUNCIL IS IMMUNE FROM BEING
SUED;

(3)  ADOPT BYLAWS AND MAKE RULES AND REGULATIONS FOR
THE CONDUCT OF ITS BUSINESS;

(4)  MAKE AND ENTER INTO ALL CONTRACTS OR AGREEMENTS
NECESSARY OR INCIDENTAL TO THE PERFORMANCE OF ITS DUTIES;

(5)  FOR THE PURPOSES OF THIS ARTICLE, BORROW MONEY
AND APPLY FOR AND ACCEPT ADVANCES, LOANS, GRANTS, CONTRIBUTIONS,
AND ANY OTHER FORM OF ASSISTANCE FROM THE FEDERAL GOVERNMENT, THE
STATE, OR OTHER PUBLIC BODY, OR FROM ANY SOURCES, PUBLIC OR
PRIVATE;

(6)  GIVE SECURITY AS MAY BE REQUIRED AND ENTER INTO
AND CARRY OUT CONTRACTS OR AGREEMENTS;

(7) INCLUDE IN ANY CONTRACT FOR FINANCIAL ASSISTANCE
WITH THE FEDERAL GOVERNMENT THOSE CONDITIONS IMPOSED PURSUANT TO
