TITLE 2. THE COUNCIL MEMBERSHIP AND DUTIES
2-101.
(A) THE COUNCIL SHALL ADOPT BYLAWS GOVERNING THE PROCEDURES
AND POLICIES OF THE MEMBERSHIP.
(B) THE VOTING MEMBERSHIP OF THE COUNCIL CONSISTS OF SHALL
CONSIST OF THE FOLLOWING 21 MEMBERS:
(1) 1 MEMBER OF THE HOUSE OF DELEGATES REPRESENTING
ALLEGANY COUNTY, APPOINTED BY THE ALLEGANY COUNTY DELEGATION;
(2) 1 MEMBER OF THE HOUSE OF DELEGATES REPRESENTING
GARRETT COUNTY, APPOINTED BY THE GARRETT COUNTY DELEGATION;
(3) 1 MEMBER OF THE HOUSE OF DELEGATES REPRESENTING
WASHINGTON COUNTY, APPOINTED BY THE WASHINGTON COUNTY DELEGATION;
(4) 2 MEMBERS OF THE SENATE OF MARYLAND RESIDING
WITHIN THE TRI-COUNTY AREA APPOINTED BY THE COMBINED DELEGATIONS
OF ALLEGANY, GARRETT, AND WASHINGTON COUNTIES; AND FROM ALLEGANY,
GARRETT, AND WASHINGTON COUNTIES;
(I) 9 REPRESENTATIVES OF THE COUNTY
GOVERNMENTS, 3 FROM EACH COUNTY, APPOINTED BY THEIR RESPECTIVE
COUNTY COMMISSIONERS; AND
(II) 3 MUNICIPAL ELECTED OFFICIALS, 1 FROM EACH
COUNTY, APPOINTED BY THEIR RESPECTIVE MUNICIPAL GOVERNMENTS; AND
(2) 1 RESIDENT MEMBER OF THE GENERAL ASSEMBLY FROM
EACH OF THE COUNTIES IN THE TRI-COUNTY AREA, APPOINTED BY EACH
COUNTY'S RESPECTIVE RESIDENT MEMBERS OF THE GENERAL ASSEMBLY; AND
(5) (3) 2 MEMBERS AT LARGE FROM EACH COUNTY WITHIN
THE TRI-COUNTY AREA RECOMMENDED BY THE COMMISSIONERS OF THOSE
COUNTIES AND SUBJECT TO THE CONCURRENCE OF THE RESIDENT MEMBERS
OF THE SENATE OF MARYLAND AND THE HOUSE OF DELEGATES GENERAL
ASSEMBLY FROM EACH THAT COUNTY. THE MEMBERS AT LARGE SERVE AT
THE PLEASURE OF THEIR RESPECTIVE APPOINTING AUTHORITY.
(2) (I) ALL RESIDENT MEMBERS OF THE HOUSE OF
DELEGATES REPRESENTING ALLEGANY COUNTY, GARRETT COUNTY, AND
WASHINGTON COUNTY; AND
(II) 2 MEMBERS OF THE SENATE OF MARYLAND
RESIDING WITHIN THE TRI-COUNTY AREA.
2-102.
THE RIGHT OF APPOINTMENT MAY BE EXERCISED BY THE SENATORS,
DELEGATES, AND COMMISSIONERS ONLY WITH RESPECT TO THE
MEMBER AT LARGE FROM THE COUNTY OR COUNTIES FROM WHICH THEY HAVE
BEEN ELECTED OR REPRESENT.
