PERSONAL PROPERTY IN CONNECTION WITH A PROCUREMENT MADE SUBJECT
TO § 11-103(A)(2) OF THIS ARTICLE.

SECTION 4. AND BE IT FURTHER ENACTED, That Section(s)
21-301 through 21-303 and the headings "Division III. Specific
Procurement Provisions.", "Title 21. Specific Procurement
Provisions.", and "Subtitle 3. Notice of Bids on and Awards of
Certain Contracts." of the State Finance and Procurement Article
of the Annotated Code of Maryland be repealed.

SECTION 5. AND BE IT FURTHER ENACTED, That the Revisor's
Notes contained in Chapter 586 (H.B. 3) of the Acts of the
General Assembly of 1985 shall be deemed to apply to the
provisions of that Act that have been renumbered and, in certain
instances, amended by this Act.

SECTION 6. AND BE IT FURTHER ENACTED, That this Act shall
take effect on October 1, 1986 JULY 1, 1987.

AN ACT concerning

Procurement - Debarment for Unsatisfactory Performance

FOR the purpose of requiring the Board of Public Works to adopt
regulations concerning procedures for the suspension and
debarment of prospective bidders and offerors removing an

exception to the provision permitting debarment from

consideration for the award of a State contract for

unsatisfactory performance on State contracts; and generally
relating to the procurement law.
