(ii) the annual dollar value of the lease or
renewal is less than a threshold established by the Board for the
applicable expenditure or use classification; and

(iii) an accountability or reporting system
approved by the Board is established to inform the Board of
actions taken by the unit under authority granted to the unit.

(2) These regulations are subject to approval by the
General Assembly, or, during the interim between sessions of the
General Assembly, the Legislative Policy Committee.

[Subtitle 5.] PART IV. AUTHORITY OF THE BOARD OF
PUBLIC WORKS - Land Acquisition and Capital Expenditures.

[21-501.] 11-206. Supervision by Board of Public Works.

(a)  This section does not apply to any capital expenditure
made in connection with State roads, bridges, or highways.

(b)  Whether the appropriation is made in the budget bill or
in a State bond bill or other supplementary appropriation bill,
the Board of Public Works shall supervise the expenditure of any
money appropriated for:

(1)  the acquisition of land, buildings, or equipment;

(2)  new construction; or

(3)  any other capital expenditure.

(c)  Before it may be executed, a contract for a capital
expenditure must first be reviewed by the Secretary of General
Services and then be approved by the Board of Public Works.

[21-502.] 11-207. Independent appraisals required.

Before any REAL property is acquired from a private owner
OTHER THAN BY GIFT, the Board of Public Works shall obtain 2
independent appraisals of the property.

[21-503.] 11-208. Regulations.

(a)  In this section, "Board" means the Board of Public
Works.

(b)  (1) The Board may adopt regulations that permit a unit
of the State government to make contracts or change orders
related to capital projects before or without approval by the
Board if:

(i) the subject matter of the contract falls in
an expenditure or use classification established by the Board for
this purpose;
