other proceeding, acts or omissions which would constitute
grounds for conviction is subject to the procedures for debarment
from consideration for or the award of State contracts in
accordance with general debarment regulations adopted by the
Board.

(II) Upon a finding of a violation pursuant to
[those] THE GENERAL DEBARMENT regulations, the person shall be
debarred for any period determined by the Board to be appropriate
under the circumstances.

(f)  (I) [A person may not willfully] IT IS A VIOLATION OF
THIS SECTION TO make false statements that any entity is or is
not certified as a minority business enterprise for purposes of
this [subtitle] SECTION.

(II) Any person who violates the provisions of
this subsection is guilty of a misdemeanor and upon conviction is
subject to imprisonment for a period of not more than 6 months,
or a fine of not more than $500, or both.

(g)  This [subtitle] SECTION shall have no further force and
effect after June 30, 1988; except that this subsection does not
preclude the prosecution after June 30, 1988 of any violation of
a provision of this [subtitle] SECTION which occurred on or
before June 30, 1988.

[Architectural-Engineering Services. ]

PROCUREMENT OF ARCHITECTURAL SERVICES AND ENGINEERING SERVICES.

[19-101.] 11-149. DEFINITIONS.

(a) In this [subtitle] PART XIV the following words have
the meanings indicated.

[(b) "Contract" means a transportation agency contract for
architectural or engineering services, except contracts for
construction inspection services which shall not be covered by
this subtitle and shall not be under the jurisdiction of the
Transportation Selection Board, provided that such services have
been obtained in accordance with the appropriate competitive
bidding processes in Title 13 of this Division II of this
article.]

(B) "ARCHITECTURAL AND ENGINEERING SERVICES" MEANS
ARCHITECTURAL SERVICES, ENGINEERING SERVICES, OR BOTH.

[(c) "Department" means the State Department of
Transportation.
