[18-401.] 11-146. RECYCLED PAPER.
(a) As used in this section, "recycled paper" means any
paper product with not less than 80 percent of its total weight
consisting of secondary waste materials.
(b) "Secondary waste materials" means fragments, products,
or finished products of a manufacturing process which has
converted a raw material into a commodity of real economic value,
and includes post consumer waste of a total gross content of at
least 80 percent.
(c) The total paper purchase by the Secretary of General
Services shall include recycled paper so that the total volume of
recycled paper purchased by the State is not less than 5 percent
by 1978, 25 percent by 1981, and 40 percent by 1985.
(d) In purchasing any paper or paper products as supplies
for the using agencies pursuant to the authority granted by Part
II of Title 4, Subtitle 3 of the State Finance and Procurement
Article, the Secretary of General Services, to the fullest extent
practicably possible, shall purchase or approve for purchase only
such supplies [that] AS are manufactured or produced from
recycled paper.
[18-402.] 11-147. LOW NOISE SUPPLIES.
All units of State government shall acquire by purchase or
lease, to the greatest extent practicable, the quietest available
supplies for use by State government. Supplies certified by the
Administrator of the United States Environmental Protection
Agency as "low noise emission products" pursuant to § 15 of the
Noise Control Act of 1972 shall be considered to meet the intent
of this section.
[Subtitle 6. Purchases From Minority Businesses.]
[18-601.] 11-148. PURCHASES FROM MINORITY BUSINESSES.
(a) (1) In this [subtitle] SECTION the following words have
the meanings indicated.
(2) "DESIGNATED Department" means the University of
Maryland, the Departments of General Services and Transportation,
the Maryland Food Authority, or the Interagency Committee on
Public School Construction, or, for procurements specified under
Title 3, Subtitle 4 of [the State Finance and Procurement] THIS
article, the Department of Budget and Fiscal Planning.
(3) "Minority business enterprise" means any legal
entity, other than a joint venture, organized to engage in
commercial transactions which is at least 51 percent owned and
controlled by one or more minority [persons] INDIVIDUALS, or a
nonprofit entity organized to promote the interests of the
physically or mentally disabled.
