13-207.

(b) (3) In addition to any notice required by paragraph
[(2)] (1) of this subsection, public notice of a request for
expressions of interest may be given by posting on a bid board,
by direct solicitation of potential service providers, by
publication in newspapers, periodicals, and trade journals, and
by any other means calculated to reach potential service
providers.

13-801.

(b) (1) A State agency or the Department of Fiscal Services
may audit the books, accounts, and records of any person who
submits cost or price information under § 13-403 OF THIS TITLE,
at any time before the period of record retention set forth in
[subsection] PARAGRAPH (3) OF THIS SUBSECTION has expired. This
right to audit extends only to those books, accounts, and records
reasonably connected with cost or price information submitted
under § 13-403 OF THIS TITLE. The contractor or subcontractor
shall maintain these books, accounts, and records for the period
specified in [subsection] PARAGRAPH (3) OF THIS SUBSECTION.

(2)  A State agency or the Department of Fiscal
Services may audit the books, accounts, and records of a
contractor or any subcontractor under any negotiated contract or
subcontract except a firm fixed-price type contract. However,
this [subsection] PARAGRAPH does not limit the right to audit as
set forth in [subsection] PARAGRAPH (1) [above] OF THIS
SUBSECTION.

(3)  The books, accounts, and records shall be
maintained by a contractor for a period of 3 years from the date
of final payment under the contract, and by the subcontractor for
a period of 3 years from the date of final payment under the
subcontract, or as required by the contract.

(g) Subsections (a) through [(e)] (F) of this section shall
not apply to disputes concerning the formation of contracts to
procure architectural and engineering services made under Title
19. Within 15 days of receipt of notice of a recommendation by
the Transportation Professional Services Selection Board or the
General Professional Services Selection Board to the Board of
Public Works to enter into an architectural and engineering
services procurement contract, a prospective offeror of
architectural and engineering services may appeal the
recommendation to the Board of Public Works which may only (1)
approve the recommendation, (2) disapprove the recommendation, or
(3) remand the recommendation to the Transportation Professional
Services Selection Board or the General Professional Services
Selection Board for further consideration.
