BY repealing and reenacting, with amendments,

Article 33 - Election Code

Section 31-2, 31-3, 31-4, 31-5, 31-10, and 31-11

Annotated Code of Maryland

(1983 Replacement Volume and 1985 Supplement)

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article 33 - Election Code

31-2.

(a)  In this subtitle the following TERMS have the meanings
indicated unless otherwise provided[:].

(b)   "Candidate" means a [candidate for a State or county
office who is regulated by the expenditure limits in § 31-3]
GOVERNOR - LIEUTENANT GOVERNOR UNIT.

(c)   "Comptroller" means the State Comptroller of the
treasury.

[(d) "County" includes Baltimore City.]

(D)   "ELIGIBLE CANDIDATE" MEANS A CANDIDATE WHO HAS
QUALIFIED TO RECEIVE A PUBLIC CONTRIBUTION,

(E)   "ELIGIBLE PRIVATE CONTRIBUTION" MEANS THAT PORTION OF A
CAMPAIGN CONTRIBUTION, OR SERIES OF CONTRIBUTIONS, FROM AN
INDIVIDUAL THAT IN THE AGGREGATE DOES NOT EXCEED $250.

[(e)] (F) "Fund" means the "Fair Campaign Financing Fund"
[provided in § 31-4].

[(f) "Major party" means a political party whose candidate,
for the same office in the immediate previous election to that
for which public financing is currently sought, received 25
percent or more of the total popular votes received by all
candidates in the general election for that office.]

[(g) "Maximum public contribution" for any candidate is an
amount equal to 75 percent of the candidate's campaign
expenditure limit in the general election, as provided in §
31-3.]

[(h) "Minor party" means a political party whose candidate
for the same office in the immediate previous election to that
for which public financing is currently sought, received less
than 25 percent of the total popular votes received by all
