SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:
Chapter 246
of 1984
[SECTION 2. AND BE IT FURTHER ENACTED, That the Department
of Health and Mental Hygiene shall conduct a study by January 1,
1985 to determine the feasibility of carrying out the provisions
of this Act with respect to persons other than fire fighters.]
SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall
take effect on July 1, 1985 [subject to (1) the approval of a
study to determine the feasibility of this Act by the Department
of Budget and Fiscal Planning; and (2) the availability of funds
to carry out the purposes of this Act].
SECTION 2. AND BE IT FURTHER ENACTED, That the General
Assembly hereby ratifies and confirms that Section 1 of Chapter
246 of the Acts of the General Assembly of 1984 is in effect.
SECTION 3. AND BE IT FURTHER ENACTED, That this Act is
declared to be an emergency measure and necessary for the
immediate preservation of the public health and safety and having
been passed by a yea and nay vote supported by three-fifths of
all the members elected to each of the two Houses of the General
Assembly, it shall take effect from the date of its passage.

AN ACT concerning
Fair Campaign Financing
FOR the purpose of revising the Fair Campaign Financing Act;
repealing certain provisions of that Act; providing that the
Act shall apply only to candidates for Governor and
Lieutenant Governor in a certain primary election and
general election; requiring the State Administrator of
Election Laws to promulgate comprehensive regulations by a
certain date regarding the implementation of the Fair
Campaign Financing Act; providing that the regulations shall
become effective on a certain date unless otherwise required
by law; defining, redefining, or deleting the definitions
of, certain terms; providing for the disposition of funds
remaining in the Fair Campaign Financing Fund after the
general election; generally relating to the Fair Campaign
