[(a)] At the same time the summons is issued as provided by
§ 14-839 of this subtitle, the court shall pass an order of
publication directed to all defendants, naming them as provided
by this subtitle. [The order of publication shall issue in the
manner prescribed by law, for the issuance of an order of
publication against nonresidents except as otherwise provided in
this subtitle, and publication proved as in cases of orders of
publication against nonresidents; or notice of the pending action
may be given by mailing, by the plaintiff, of a copy of the order
of publication to the defendant's last known address and posting
by the sheriff of a copy of the order at the courthouse door, or
on a bulletin board in the immediate vicinity of the courthouse
door, both to be completed at least 60 days before the date fixed
in the order for filing of the defendant's initial pleading. The
mailing and posting have the same effect as publication on the
filing of proof of the fact and dates of the mailing and posting
in the proceeding.] The property shall be described in the order
of publication as the property is described on the collector's
[tax roll] CERTIFICATE OF TAX SALE. [If any property is
unimproved and the collector obtains a description of the
property from the county or municipal corporation surveyor, the
order of publication shall contain a statement to the effect that
a detailed description of the unimproved property, as prepared by
the county or municipal corporation surveyor is on file at the
collector's office and may be examined by any interested person.
In Garrett County, in lieu of the above provision, the order of
publication shall contain a copy of the description of the
property as required by § 14-813(f) of this subtitle.] The order
of publication shall warn any person that has or claims to have
an interest in the property to answer the complaint or to redeem
the property on or before the date named in the [complaint] ORDER
OF PUBLICATION and in case of failure to appear, answer, or
redeem the property a judgment will be entered that forecloses
all rights of redemption in the property. The date named may not
be less than 60 days from the date of [filing of] the [complaint]
ORDER. [Any single holder of certificates of sale relating to
several properties in the same county may include and join in 1
order of publication any number of the certificates.] When the
order of publication is issued and published, any person that has
any right, title, interest, claim, lien, or equity of redemption
in the property is bound by the judgment of the court that may be
passed in the case as if the person were personally served with
process. The order of publication shall be in substantially the
following form:

"The object of this proceeding is to secure the foreclosure
of all rights of redemption in the following property .... in the
...., sold by the Collector of Taxes for the .... of .... and the
State of Maryland to the plaintiff in this proceeding:
