SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article - Education

16-402.

(b) (1) The county governing body shall make appropriations
[for the following] BY major functions ESTABLISHED BY THE STATE
BOARD FOR COMMUNITY COLLEGES. [:

(1)  General administration;

(2)  General institutional expenses;

(3)  Instruction;

(4)  Student affairs;

(5)  Instructional resources;

(6)  Plant operation and maintenance;

(7)  Capital outlay; and

(8)  Debt service.]

(2) THE MAJOR FUNCTIONS ESTABLISHED BY THE STATE
BOARD FOR COMMUNITY COLLEGES SHALL CONFORM GENERALLY TO THOSE
CONTAINED IN THE THEN-CURRENT COLLEGE AND UNIVERSITY INDUSTRY
AUDIT GUIDE ISSUED BY THE AMERICAN INSTITUTE OF CERTIFIED PUBLIC
ACCOUNTANTS.

SECTION 2. AND BE IT FURTHER ENACTED, That the new budget
functions shall be used in all budget requests submitted for
approval, in accordance with this subtitle, after the effective
date of this Act.

SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1986.
