The Washington County plumbing board shall have the sole
power to grant certificates. The board shall grant a Washington
County master plumbing certificate to any person who passes the
State master plumbing examination and a Washington County
journeyman plumbing certificate to any person who passes the
State journeyman plumbing examination. The board may grant a
Washington County master plumbing certificate to any person who
was granted a Washington County master plumbing certificate by
the board before July 1, 1984. The board may grant a Washington
County journeyman plumbing certificate to a person who was
granted a Washington County journeyman plumbing certificate by
the board before July 1, 1984. Unless either a Washington County
master plumbing certificate or a journeyman plumbing certificate
was granted to a person by the board before July 1, 1984, the
board may not issue a certificate to the person who has not
passed the appropriate examination. The board, subject to the
approval of the County Commissioners of Washington County, may
make rules and regulations for the plumbing trade or business in
Washington County, as is necessary for the protection of the
public health, welfare, and safety, and may exercise in
Washington County the same authority and power conferred upon the
State Board of Commissioners of Practical Plumbing by this
subtitle, except as to the provisions of § 444 of this article.
Any person who holds a certificate issued by the State Board of
Commissioners of Practical Plumbing shall be eligible to apply to
the Washington County plumbing board for a master plumber's
certificate. The applicant shall state where he desires to engage
in the plumbing business, and any such person who can meet the
requirements of the Maryland State Board of Commissioners of
Practical Plumbing, may exercise all the rights and privileges
which a holder of such certificate or permit has under the
provisions of this subtitle.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1986.

FOR the purpose of repealing the authorization to the Washington
County Treasurer or Collector to receive fees or commissions
for services rendered or executed while acting in the
Treasurer's or Collector's official capacity.
