AN ACT concerning
Carroll County - Transfer of Real Property
to Private Nonprofit Corporations
FOR the purpose of authorizing the Carroll County Commissioners
to transfer County real property that the County
Commissioners determine is no longer needed for a public
purpose to private nonprofit corporations with or without
consideration; requiring a public hearing to receive
comments concerning the transfer; requiring that notice of
the hearing receive certain publication; requiring the
County Commissioners to have an appraisal of the real
property made and including the result of the appraisal in
the notice of public hearing; requiring that the nonprofit
corporation be an exempt organization as that term is
defined by the Internal Revenue Code; requiring that the
nonprofit corporation be authorized to receive
appropriations from the County; clarifying language; and
generally relating to the transfer of real property to
private nonprofit corporations in Carroll County.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

(a) (1) The County Commissioners [of Carroll County] are
authorized to acquire by purchase, lease, gift, devise or by any
other legal means real or leasehold property, to be used for
public purposes in the County, including any rights or interests
therein, and together with any improvements thereon, and to enter
into any agreements, contracts or leases which may be necessary
