2818                                          LAWS OF MARYLAND                                      Ch. 740

(i) Are nondirective;

(ii) Emphasize informing the individual; and

(iii) Do not require restriction of
childbearing.

(h) Only the [Commission] DEPARTMENT may adopt rules,
regulations, and standards under this subtitle.

13-110.

The Secretary:

(1)  Is responsible for the operation of hereditary
AND CONGENITAL [disorder] DISORDERS programs within the rules,
regulations, and standards that the [Commission] DEPARTMENT
adopts;

(2)  Shall disburse and collect any funds available to
the [Commission] OR THE DEPARTMENT;

(3)  Shall enforce the rules, regulations, and
standards that the [Commission] DEPARTMENT adopts; and

(4)  Through the Executive Director, shall keep the
[Commission] DEPARTMENT informed of:

(i) The progress of hereditary AND CONGENITAL
[disorder] DISORDERS programs; and

(ii) Any need for a change in [its] THE
DEPARTMENT'S rules, regulations, and standards.

13-111.

The Department shall request the budget support necessary
for the Commission to carry out its duties.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1986.
