Ch. 727

(E)  THE BOARD MAY ESTABLISH ITS OWN PROCEDURES AND VOTING
REQUIREMENTS.

(F)  THE DEPARTMENTS OF HEALTH AND MENTAL HYGIENE, STATE
PLANNING, AND HUMAN RESOURCES SHALL PROVIDE THE BOARD WITH THE
NECESSARY STAFF AND SUPPORT SERVICES.

(G)  BY DECEMBER 1 OF EACH YEAR, THE BOARD SHALL REPORT ON
ITS ACTIVITIES TO THE GOVERNOR AND, SUBJECT TO § 2-1312 OF THE
STATE GOVERNMENT ARTICLE, TO THE GENERAL ASSEMBLY AND SUBMIT ANY
RECOMMENDATIONS AS PROVIDED IN SUBSECTION (A) OF THIS SECTION.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1986.

AN ACT concerning

Air Quality - Vapor Recovery Control System

FOR the purpose of prohibiting the Department of Health and
Mental Hygiene from adopting regulations to implement Stage
II of the Vapor Recovery Control System for fuel pumps; and
providing a certain exception
without the approval of the
General Assembly.

Section 2-303.1

Annotated Code of Maryland

(1982 Volume and 1985 Supplement)

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

303.1 2-303.1.

UNLESS THE DEPARTMENT OBTAINS THE APPROVAL OF THE GENERAL
ASSEMBLY BY A JOINT RESOLUTION, THE DEPARTMENT MAY NOT ADOPT
REGULATIONS TO IMPLEMENT STAGE II OF THE VAPOR RECOVERY CONTROL
SYSTEM FOR FUEL PUMPS UNLESS:
