SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1986.

AN ACT concerning
Solid Waste - Definition - Regulation and Disposal
FOR the purpose of altering adding the definition of solid waste
for the purposes of the provisions of law relating to
controlled hazardous substances to be consistent with the
federal definition; authorizing the Department of Health and
Mental Hygiene to adopt regulations governing sources of
solid waste; defining certain other terms to apply to the
entire title governing water, ice, and sanitary facilities
and repealing these terms as they apply only to one subtitle
of this title, repealing the references to refuse and refuse
disposal in a certain subtitle and substituting other
defined terms; providing that certain provisions governing
the ownership and operation of a solid waste landfill apply
to all solid waste acceptance facilities; establishing the
amount of the bond required for certain solid waste
acceptance facilities; and authorizing the Secretary of
Health and Mental Hygiene to provide certain exemptions; and
generally relating to solid waste and the disposal of solid
waste.
