provision concerning the number, compensation, powers and
duties, and terms of county commissioners also applies to
members of county councils; repealing the Constitutional
provision permitting certain charter counties to provide for
the election of members of the County Council by the voters
of councilmanic districts, or by the voters of the entire
county, or by a combination of these methods of election
providing for a certain provision of limited duration;
removing certain redundant provisions; making stylistic
changes; repealing a certain obsolete provision; and
submitting this amendment to the qualified voters of the
State of Maryland for their adoption or rejection.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, (Three-fifths of all the members elected to each of the
two Houses concurring), That it be proposed that the Constitution
of Maryland read as follows:
Article VII - Sundry Officers
(A) THE County Commissioners [shall be elected on general
ticket of] AND THE MEMBERS OF THE COUNTY COUNCIL IN each county
MAY BE ELECTED by the [qualified] voters of [the several counties
of the State;] COMMISSIONER DISTRICTS OR COUNCILMANIC DISTRICTS
THEREIN ESTABLISHED, OR BY THE VOTERS OF THE ENTIRE COUNTY, OR BY
A COMBINATION OF THESE METHODS OF ELECTION.
(B) IN COUNTIES THAT HAVE ADOPTED A CHARTER UNDER THE
PROVISIONS OF ARTICLE XI A OF THE MARYLAND CONSTITUTION, THE
CHARTER, EITHER AS ADOPTED OR BY AMENDMENTS, AND SUBJECT TO A
REFERENDUM OF THE VOTERS OF THE COUNTY, SHALL PROVIDE FOR THE
METHOD OF ELECTION OF THE MEMBERS OF THE COUNTY COUNCIL.
