(i) the executive head of the child placement
agency that has been awarded guardianship of the individual; and
(ii) the individual, if the individual is at
least 10 years old.
(2) the executive head of the child placement agency
may not withhold consent for the sole reason that the race OR
RELIGION of the prospective adoptive parents is different from
that of the individual to be adopted OR OF THE BIRTH PARENTS.
WHERE TO DO SO WOULD BE CONTRARY TO THE BEST INTERESTS OF THE
CHILD.
(c) In an adoption proceeding:
(1) except when preceded by a final decree of
guardianship, the consent of a natural parent may be revoked at
any time before a final decree of adoption or an interlocutory
decree of adoption bars the right to revoke consent; and
(2) the consent of an individual to be adopted or of
a person having guardianship may be. revoked at any time before a
final decree of adoption or an interlocutory decree of adoption
bars the right to revoke consent.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1986.

AN ACT concerning
County Commissioners and Members of County Councils - Election
FOR the purpose of repealing the Constitutional requirement that
county commissioners and members of county councils be
elected on the general ticket of each county; allowing
specifying that the General Assembly may provide by law
whether the county commissioners and the members of the
County Council in each county to be elected not governed by
Article XI-A shall be elected by the voters of certain
districts in each the county, or by the voters of the entire
county, or by a combination of these methods of election;
providing that the legislative action for selecting the
method for the election of the county commissioners and
members of the County Council is subject to a referendum of
the voters in each county; clarifying that a certain
