AN ACT concerning
Road Tax on Motor Carriers - Surety Bond and Registration
FOR the purpose of altering the amount of surety bond required
under the Road Tax on Motor Carriers; providing for the
Comptroller to determine the amount of bond required;
setting limits on the amount of the bond; and repealing the
alternative method of registering special mobile equipment.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

419.
A motor carrier may give a surety bond in [the amount of
($10,000)] AN AMOUNT TO BE DETERMINED BY THE COMPTROLLER,
PROVIDED THAT IN NO CASE SHALL THE BOND BE LESS THAN $5,000 NOR
GREATER THAN $100,000, payable to this State, and conditioned
that the motor carrier will pay all taxes due and to become due
under this subtitle from the date of the bond to (30) days after
either the motor carrier or the surety notifies the Comptroller
that the bond has been cancelled. The surety shall be a
corporation authorized to write surety bonds in Maryland. So
long as the bond remains in force, or has been duly waived, the
Comptroller may make refunds to the motor carrier in the amounts
appearing to be due on applications duly filed by such motor
carrier under § 414 of this article, without first auditing the
records of the motor carrier.

(a) (1) All motor carriers shall register each of their
vehicles with the Comptroller on an annual basis for the period
beginning January 1 of each year and expiring December 31 of each
year. The Comptroller shall issue an identification marker for
each motor vehicle registered by a motor carrier. The
identification marker shall be displayed in accordance with
regulations promulgated by the Comptroller. The identification
marker shall remain the property of the State of Maryland and may
be recalled for any violation of the provisions of this subtitle
