Article - Health - General

(c) (1) The Secretary shall appoint an assistant secretary
for mental health, [mental retardation,] addictions, and
developmental disabilities.

(2)  This Assistant Secretary serves at the pleasure
of the Secretary.

(3)  This Assistant Secretary shall have at least:

(i) A baccalaureate degree; and

(ii) Experience in health administration.

(4)  This Assistant Secretary is entitled to the
salary provided in the State budget.

(5)  Notwithstanding any other law, rule, or
regulation:

(i) This Assistant Secretary is responsible to
the Secretary for all of the functions, administration, and
operation of the Mental Hygiene, [Mental Retardation and]
Developmental Disabilities, Drug Abuse, and Alcoholism Control
Administrations provided by law or by rules or regulations of the
Department; and

(ii) All educational and training functions of
the Drug Abuse and Alcoholism Control Administrations shall be
administered in the office of this Assistant Secretary by a
director of education and training.

(1)  Alcoholism Control Administration.

(2)  Anatomy Board.

(3)  DEVELOPMENTAL DISABILITIES ADMINISTRATION.

[(5)]   (6)     Health Services Cost Review Commission.
