(8)  "Migratory labor camp" means 1 or more
structures, buildings, tents, barracks, trailers, vehicles,
mobile homes, converted buildings, and unconventional enclosure
of living spaces, together with the land appertaining to it,
established, operated, or used as living quarters for 4 or more
migratory workers engaged in agricultural activities, including
related food processing.

(9)  "Migratory worker" means any person from within
or outside the State who moves seasonally from 1 place to another
for the purpose of employment, and who is not a year-round
employee, and who occupies living quarters other than his
permanent home during the period of this work.

(10)  "Migratory housing facilities loan" means a loan
to a qualified owner of a migratory labor camp made for the
purpose of improving the health and safety of migratory worker
housing facilities.

(11)  "MINIMUM LIVABILITY CODE" MEANS A REGULATION,
STATUTE OR ORDINANCE WHICH ESTABLISHES MINIMUM PROPERTY
MAINTENANCE STANDARDS ADOPTED BY THE STATE OR A POLITICAL
SUBDIVISION IN ACCORDANCE WITH § 257L-1 OF THIS ARTICLE.

(12)  "NONPROFIT SPONSOR" MEANS A POLITICAL
SUBDIVISION, CORPORATION, FOUNDATION, OR OTHER LEGAL ENTITY, NO
PART OF THE NET EARNINGS OF WHICH INURES TO THE BENEFIT OF ANY
PRIVATE SHAREHOLDER OR INDIVIDUAL HOLDING AN INTEREST IN SUCH
ENTITY.

(13)  "Owner of a migratory labor camp" means any
individual, partnership, corporation, or other business entity
which owns a migratory labor camp located in the State of
Maryland.

(14)  "Political subdivision" means any municipal
corporation in Maryland subject to the provisions of Article HE
of the Constitution, the Mayor and City Council of Baltimore, and
any of the twenty-three counties in Maryland.

(15)   (I) "Rehabilitation PROJECT" means the repair,
reconstruction, renovation, redevelopment, [or] improvement,
MODIFICATON of, OR ADDITION TO an existing building IN ORDER to
[restore it]:

1.  TO BRING THE BUILDING to a decent,
safe, and sanitary condition in accordance with applicable
construction, health, safety, fire, occupancy, and other codes
and standards, to ensure that the building can be maintained in
that condition, and to improve the general utility and
attractiveness of the building[.]; OR

2.  IN THE CASE OF SPECIAL LOAN PROGRAMS,
TO PROVIDE SHARED, ACCESSORY, OR SHELTERED HOUSING, TO PROVIDE
