(II) IF AN APPLICANT MEETS THE REQUIREMENTS OF
SUBPARAGRAPH (I) OF THIS PARAGRAPH, THE BOARD SHALL REGISTER THE
APPLICANT AS A DULY LICENSED MASTER ELECTRICIAN FOR A TERM OF ONE
YEAR.
(III) THE BOARD SHALL ISSUE THE LICENSE IN THE
INDIVIDUAL'S NAME ONLY.
(b) (1) [Any person] AN INDIVIDUAL whose application for a
license has been rejected by the Board has the right to appeal to
a Board of Arbitration. The Board of [arbitration] ARBITRATION
shall consist of 1 [person] MEMBER selected by the [person]
INDIVIDUAL making the appeal and 1 [person] MEMBER selected by
the Board. These 2 members shall select a third [person] MEMBER,
and the decision of a majority of the Board of Arbitration shall
be final and binding upon all of the parties to the appeal. The
members of the Board OF ARBITRATION shall be paid [$5] $20 each,
which sum shall be deposited with the Board by the [person]
INDIVIDUAL taking the appeal. If the Board of Arbitration
affirms the decision of the Board, the money so deposited shall
be used to pay the Board OF ARBITRATION. If, however, the
decision is reversed, the Board of Arbitration shall be paid out
the funds in the hands of the Board and the deposit [of $15]
shall be returned. [Each applicant shall pay to the Treasurer of
the Board of Electrical Examiners $15 for the license.]
(2) Before receiving a license, [every person] AN
INDIVIDUAL shall make, execute and deliver to the Board a good
and sufficient bond to be approved by the Board, in the name of
the State of Maryland, in the penal sum of $1,000. The bond shall
be conditioned upon the faithful performance of any and all work
entered upon or contracted for by the Master' Electrician and
shall save harmless the owner, or real party in interest in the
property, for which any such material is furnished, for services
performed against loss, damage, and injury which arise through
want of skill, or through the failure to use suitable or proper
material in the performance of any work contracted for or
undertaken by the Master Electrician, or his agents or employees.
An action may be maintained in the name of the owner or real
party in interest only if commenced within 1 year from and after
the date of the installation of the materials furnished or
performance of the work or service.
(C) THE LICENSE FEES SHALL BE:
(1) INITIAL LICENSE - $75;
(2) ANNUAL RENEWAL FOR ACTIVE LICENSE - $30;
(3) INACTIVE LICENSE - $10;
(4) FEE TO ACTIVATE LICENSE - $25; AND
(5) LATE PAYMENT PENALTY - $20.
