applicable architects' and engineers' fees: for State grants to
local government agencies for:

(i) The conversion of surplus public school buildings
and other public buildings or parts of buildings to Elderly
Citizens Activities Centers;

(ii) The acquisition of existing buildings or parts
of buildings for use as Elderly Citizen Activities Centers;

(iii) The rehabilitation, renovation, and improvement
of Elderly Citizen Activities Centers;

(iv) The equipping of Elderly Citizen Activities
Centers to serve the needs of elderly citizens;

(v) Subgrants by local government agencies to
nonprofit organizations for the purposes stated in subsection
(3)(i)-(iv), above;

(vi) The planning, design, construction, and
equipping of an Elderly Citizen Activities Center in Baltimore
City to be known as the Northwest Senior Center; [or]

(vii) The planning, design, construction, and
equipping of a building in Charles County for use as' an Elderly
Citizen Activities Center; OR

(VIII) THE PLANNING, DESIGN, CONSTRUCTION, AND
EQUIPPING OF A BUILDING IN ANNE ARUNDEL COUNTY FOR USE AS AN
ELDERLY CITIZEN ACTIVITIES CENTER.

(6) The allocation and use of State funds under this Act
are subject to the following terms and conditions:

(i) State funds may be used to acquire an existing
building or part of a building for use as an Elderly Citizen

Activities Center, to plan, design, construct, and equip an

Elderly Citizen Activities Center in Baltimore City to be known

as the Northwest Senior Center, [and] to plan, design, construct,

and equip a building in Charles County for use as an Elderly

Citizen Activities Center, AND TO PLAN, DESIGN, CONSTRUCT, AND
EQUIP A BUILDING IN ANNE ARUNDEL COUNTY FOR USE AS AN ELDERLY

CITIZEN ACTIVITIES CENTER only if the local government and the
Office on Aging certify to the Board of Public Works that no
surplus school building or other public building appropriate for
use as an Elderly Citizen Activities Center exists in the area
where it is desired to locate a Center.

(ii) Any federal grant that is received for an
eligible project shall be applied first to the cost of the
project.

(iii) Except as provided in subsection (6)(iv),
below, a State grant may not exceed $200,000 or 50 percent of the
