AN ACT concerning
Maryland-National Capital Park and Planning Commission -
Montgomery County - Appointment of Commission Members

FOR the purpose of altering the process for the appointment of
members of the Maryland-National Capital Park and Planning
Commission (M-NCPPC) by providing that the County Executive
of Montgomery County may appoint two members of the M-NCPPC
from a list of applicants, subject to County Council
approval and that the County Council may appoint three
members of the M-NCPPC from a list of applicants, subject to
County Executive approval; authorizing the County Executive
of Montgomery County to remove a member of the M-NCPPC
subject to approval by the County Council; and generally
relating to the appointment and removal of members of the
M-NCPPC.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:
Article 28 - Maryland-National Capital Park and Planning
Commission
2-101.
The Commission shall be composed of ten members, five of
whom shall be residents of Montgomery County and five of whom
shall be residents of Prince George's County. Of the members of
the Commission from each county, not more than three shall be
members of the same political party. All members shall be persons
of ability, experience and integrity and may not be selected as
representing or supporting any special interest or interests. All
members of the Commission to be appointed from Prince George's
[County] AND MONTGOMERY COUNTIES shall be appointed by the
county executive subject to the approval of the County Council.
IN MONTGOMERY COUNTY, THE COUNTY EXECUTIVE SHALL BE REQUIRED TO
SELECT RESPECTIVE APPOINTMENTS OR REAPPOINTMENTS FROM A LIST OF
APPLICANTS. THE LIST SHALL BE OPEN TO THE PUBLIC AT ALL TIMES
AND SHALL BE COMPLETED AT LEAST 3 WEEKS BEFORE ACTUAL APPOINTMENT
OR REAPPOINTMENT. IF THE COUNTY EXECUTIVE DOES NOT APPOINT ANY
