or other acts. The Corps may make and enter into contracts with
other boards, commissions, agencies and institutions of this
State, other states and the federal government, upon such terms
as may be eventually agreed upon, to have such studies and
research activities as may be necessary and proper, and is
authorized to pay the cost thereof out of funds which may be
appropriated to the Corps.]

(a)  The Corps, subject to the approval of the Secretary of
Employment and Social Services, may accept federal funds granted
by act of Congress or by executive order, and may accept any
funds, gifts, donations, or bequests from local governments,
individuals, private organizations, or foundations for any and
all of the purposes of this subtitle.

(b)  The Department of Employment and Social Services shall
include the Corps in its annual budget.]

(a)  The Corps shall have an Advisory Council composed of
one person representing the Department of Employment and Social
Services appointed by the Secretary, one person representing the
Department of Education appointed by the superintendent, one
person representing the Department of Health and Mental Hygiene
appointed by the Secretary, one person representing the
Department of Economic and Community Development appointed by the
Secretary, one person representing the Department of Natural
Resources appointed by the Secretary, one person representing the
general public appointed by the Governor, three persons
representing local government appointed by the Governor, three
persons representing private organizations . or foundations
appointed by the Governor, one member of the House of Delegates
appointed by the Governor, and one member of the Senate appointed
by the Governor. The Governor shall designate one member of the
Council to serve as its chairman, and the Administrator of the
Maryland Service Corps shall be executive secretary to the
Advisory Council.

(b)  The Advisory Council shall identify areas appropriate
for Maryland Service Corps participation and shall investigate
and recommend methods of extending and improving the Corps.]
