SECRETARY UNDER THIS SUBTITLE AND UNDER THE HEALTH - GENERAL -
ARTICLE;

(2)  STUDY THE MEANS OF SAFE REMOVAL OF LEAD PAINT
FROM THE INTERIORS AND EXTERIORS OF BUILDINGS AND MAKE
RECOMMENDATIONS TO THE SECRETARY;

(3)  RECOMMEND STRATEGIES FOR THE PREVENTION AND
MANAGEMENT OF LEAD POISONING?

(4)  ASSIST THE DEPARTMENT IN THE DEVELOPMENT AND
ONGOING MONITORING OF A STATE PLAN FOR LEAD POISONING CONTROL, AS
DESCRIBED IN § 6-708(B) OF THIS SUBTITLE; AND

(5)  STUDY THE ADVISABILITY AND SCOPE OF A STATEWIDE
SCREENING PROGRAM IN AREAS OF HIGH INCIDENCE OF LEAD POISONING.;

(6) REVIEW AND EVALUATE IN ITS ANNUAL REPORT THE
EFFECTIVENESS OF THE LEAD TESTING PROGRAMS OF THE DEPARTMENT;

(7) REVIEW AND EVALUATE IN ITS ANNUAL REPORT THE
EFFECTIVENESS OF THE OUTREACH PROGRAM OF THE DEPARTMENT TO
ENCOURAGE PARENTS IN AREAS OF HIGH RISK OF LEAD POISONING TO
REQUEST THAT THE DEPARTMENT PERFORM TESTS FOR LEAD POISONING;

(8) REVIEW AND PARTICIPATE IN THE DEVELOPMENT OF AN
ONGOING EDUCATIONAL PROGRAM AND BROCHURE ON POISONING FROM
LEAD-BASED PAINT IN BUILDINGS THAT THE DEPARTMENT WILL DEVELOP BY
JULY 1, 1987; AND

(9) REPORT ON OR BEFORE JULY 1, 1987 TO THE SECRETARY

AND THE STANDING COMMITTEES OF THE GENERAL ASSEMBLY WITH THE

PRIMARY AND BUDGETARY JURISDICTION OVER THIS SUBTITLE AS TO THE

ADVISABILITY OF IMPLEMENTING ON JULY 1, 1988, THE DEPARTMENT'S
EXPANDED PROGRAM FOR THE TESTING OF DWELLINGS FOR THE PRESENCE OF

LEAD-BASED PAINT.
6-708.

(A)  THE SECRETARY SHALL REFER TO THE ADVISORY COUNCIL FOR
ADVICE ON EACH SIGNIFICANT ISSUE THAT INVOLVES LEAD POISONING.

(B)  THE DEPARTMENT SHALL DEVELOP A STATE PLAN FOR LEAD
POISONING CONTROL, INCLUDING SHORT-TERM AND LONG-TERM OBJECTIVES,
WITH THE GOAL OF ELIMINATING ALL BUT SPORADIC CASES OF LEAD
POISONING BY JULY 1, 1995 JULY 1, 2000. THE PLAN SHALL BE
SUBMITTED TO THE GOVERNOR AND, SUBJECT TO § 2-1312 OF THE STATE
GOVERNMENT ARTICLE, TO THE GENERAL ASSEMBLY BY JULY 1, 1987.

(C)  THE SECRETARIES OF THE OTHER DEPARTMENTS REPRESENTED
UNDER § 6-704 OF THIS SUBTITLE SHALL INFORM THE ADVISORY COUNCIL
OF THE ACTIVITIES OF THEIR DEPARTMENTS AT EACH REGULARLY
SCHEDULED MEETING OF THE ADVISORY COUNCIL.
