(2)  A DEALER OR AN AGENT OR EMPLOYEE OF A DEALER MAY
ENTER INTO AN AGREEMENT WITH A BUYER OF A VEHICLE TO COMPENSATE
THE BUYER IN EXCHANGE FOR THE BUYER'S CONSENT TO THE PLACEMENT ON
THE VEHICLE OF AN INSIGNIA, LOGO, OR OTHER PLATE THAT ADVERTISES
THE NAME OF THE DEALER.

(3)  IF A DEALER OR AN AGENT OR EMPLOYEE OF A DEALER
PLACES AN INSIGNIA, LOGO, OR OTHER PLATE THAT ADVERTISES THE NAME
OF THE DEALER WITHOUT OBTAINING A BUYER'S CONSENT, THE DEALER
SHALL, AT THE REQUEST OF THE BUYER, REMOVE THE ADVERTISING AND
MAKE ALL REPAIRS NECESSARY TO RESTORE THE VEHICLE TO ITS ORIGINAL
APPEARANCE AT NO CHARGE TO THE BUYER.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall

take effect July 1, 1986.

(Senate Bill 1040)

AN ACT concerning

Unemployment Insurance - Special Administration Expense Fund

FOR the purpose of clarifying that the Special Administration

Expense Fund administered by the Department of Employment
and Training is subject to the budgetary process with the
contents of the Fund and the expenditures from the Fund
being in accordance with the State budget.

BY repealing and reenacting, with amendments,

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF

MARYLAND, That the Laws of Maryland read as follows:

(c) There is hereby created in the State Treasury a special
fund to be known as the Special Administrative Expense Fund. All
interest, fines and penalties collected under the provisions of
this article, including fines imposed under § 17(a), (b), or (c)
