AN ACT concerning
Local Government Obligations -
Social Service and Public Assistance Programs
FOR the purpose of providing an express waiver of State claims
against certain disputed local obligations in certain
disputed social service and public assistance programs; and
providing that this Act may not be construed in a certain
manner.
SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:
Any amounts which local governing authorities may still owe
to the State under former Sections 13(e), (f), and (g), 18A, 56,
60A, and 62A, and 79 of Article 88A, as amended by Chapter 709 of
the Laws of 1974 and repealed by Chapter 103 of the Laws of 1978,
and under Section 5-531 of the Family Law Article as enacted by
Chapter 296 of the Laws of 1984, and Chapter 302 of the Laws of
1985, or under Sections 13(d) and 79 of Article 88A are hereby
waived. This Act may not be construed to authorize any
recoupment of moneys paid to the State under the aforementioned
laws prior to the effective date of this Act.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1986.

AN ACT concerning
State Ethics Commission - Penalties Appeals
FOR the purpose of authorizing the State Ethics Commission to
impose a civil penalty not to exceed a certain amount for
violations of the State Ethics Law in accordance with
certain standards; allowing the Commission to petition a
circuit court for certain additional penalties; making
certain technical changes; and generally relating to State
Ethics Commission disciplinary authority increasing the fine
that a court may impose for certain violations of the
provisions of the Maryland Public Ethics Law.
