SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:
Article 40A - Maryland Public Ethics Law
1-201.
(s) "Lobbyist" means any person who, within a reporting
period, in the presence of any official or employee in the
legislative or executive branch has communicated with that
official or employee for the purpose of influencing any
legislative action, and who, for that purpose and exclusive of
the personal travel or subsistence expenses of that person or
representative of that person, either incurs expenses of $100 or
more or receives $500 or more as compensation, or any person who
expends a cumulative value of $100 or more during a reporting
period on one or more officials or employees in the executive
branch for meals, beverages, special events or gifts in
connection with or with the purpose of influencing executive
action,

(b) Except for providing the authorization required by §
5-102 AND THE REPORT REQUIRED BY § 5-105(C) OF THIS TITLE, AND
EXCEPT FOR A NONINCORPORATED GROUP AN ENTITY THAT IS ORGANIZED
FOR THE PRIMARY PURPOSE OF ENGAGING IN ACTIVITIES THAT REQUIRE
REGISTRATION, a person who compensates one or more registrants
and who reasonably believes that all expenditures requiring
registration will be reported by a registrant and who engages in
no other act which would require registration shall be exempt
from the operation of this title. Failure of such a registrant
to report any information required by this title makes the
employer immediately subject to the provisions of this title.

(C) IN ADDITION TO ANY OTHER REPORT REQUIRED UNDER THIS
SECTION, A NONINCORPORATED GROUP AN ENTITY THAT IS A REGISTRANT,
OTHER THAN AN INDIVIDUAL, ORGANIZED AND OPERATED FOR THE PRIMARY
PURPOSE OF ENGAGING IN ACTIVITIES THAT REQUIRE REGISTRATION
ATTEMPTING TO INFLUENCE ANY LEGISLATIVE OR EXECUTIVE ACTION SHALL
REPORT THE NAME AND PERMANENT ADDRESS OF EACH PERSON WHO PROVIDES
AT LEAST 5 PERCENT OF THE GROUP'S ENTITY'S REGISTRANT'S TOTAL
FINANCIAL SUPPORT CONTRIBUTED RECEIPTS DURING THE PRECEDING 12
MONTHS.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1986.
