DRAFTER'S NOTE: This adds back into § 5-102(c)(5) of the
Education Article a provision improperly repealed in
the 1985 Corrective Bill.
ED § 5-102(c)(s) was improperly repealed in Ch. 10 of
the Acts of the Regular Session of the General
Assembly of 1985 because of a mistaken belief that the
amendment to the Baltimore County Charter referenced
in ED § 5-102(c)(5) had to be submitted to referendum
by 1978 and that ED § 5-102(c)(5) was therefore
obsolete. (ED § 5-102 was enacted as Ch. 22 of the
Acts of the General Assembly of 1978.) In fact, there
is no time limitation in ED § 5-102(c)(5) on amending
the Baltimore County Charter; therefore ED §
5-102(c)(5) is not obsolete and should not have been
repealed in the Corrective Bill.
The improper repeal was noted by the State Attorney
General in his bill review letter of March 21, 1985
and by the Code Revision Division of the Department of
Legislative Reference.

(a) A county board may make an agreement or financial
arrangement with an institution of higher education that [has
been approved under § 2-206] SATISFIES THE CONDITIONS OF § 12-203
of this article, to provide classroom or administrative office
experience for student teachers and student interns.
DRAFTER'S NOTE: This corrects an outdated cross-reference
in § 6-108(a) of the Education Article.
Ch. 538 of the Acts of the General Assembly of 1976
transferred the responsibility for approving
institutions of higher education from the State Board
of Education; under ED § 2-206, to the State Board of
Higher Education, under ED § 12-203.
The outdated cross-reference was noted by the
Assistant Attorney General to the State Department of
Education.

(g) (1) The budget of each community college, as approved
by the county . governing body under this section shall be
submitted to the State Board [of] FOR Community Colleges for
informational purposes. This budget shall include a personnel
detail.
DRAFTER'S NOTE: This corrects a misnomer in a reference to
the State Board for Community Colleges in § 16-401(g)
of the Education Article.
