       J Hanson Penn a Justice of the Peace for Prince
       Georges County and State of Maryland do hereby
       certify that I have been acquainted with the
       within mentioned negroes ever since the year
       1827 - and that since that time they have
       been recognised and considered as free and that
       it is the general reputation of the neighbourhood
       in which they live that the said negroes are
       free - given under my hand this 13.th day
       of August 1844
