                   I hereby certify that ^James^ the bearer hereof a bright
       Mulatto boy ^man^ who calls himself James Mercer about
       twenty one years of age five feet eight inches high
       having but one eye lost the sight of his left eye and
       having a scar on his breast and straight black hair
       is a free man and was born free born person
       and is the reputed son of Rachel Mercer a
       free woman and was born and raised in the
       District of Columbia
