(2) THE DESCRIPTION SHALL INCLUDE:

(I)  AN EXPLANATION OF THE PURPOSE OF THE
AMENDMENT; AND

(II)  AN ANALYSIS OF THE IMPACT OF THE AMENDMENT
ON APPROPRIATIONS OF SPECIAL AND FEDERAL FUNDS.

REVISOR'S NOTE: This section is new language derived
without substantive change from former TR §
2-103.1(c).

In subsection (a) of this section, the language
"subject to § 2-1312 of the State Government Article"
is added as a general reference to the requirement
that a unit submit to the Department of Legislative
Reference 5 copies of each report that is for the
General Assembly, instead of distributing the report
to each member.

Also in subsection (a) of this section, the reference
to "amendments of appropriation schedules" is
substituted for the former reference to "budget
amendments", since this section applies to an
appropriation under any appropriation act and not just
appropriations in the State budget.

Similarly, in subsection (b)(1) of this section, the
reference to a "proposed amended schedule" is
substituted for the former references to "budget
amendment[s]". The substituted language conforms to §
7-209 of this subtitle and reflects that, under the
referenced section, a unit proposes an amendment, but
the Governor may approve or disapprove the amendment.

7-209(f)(2) of this subtitle.

7-212. INSTITUTIONS OF HIGHER EDUCATION.

(A) SCOPE OF SECTION.

THIS SECTION APPLIES ONLY TO THE FOLLOWING GOVERNING BOARDS:

(1)  THE BOARD OF REGENTS OF MORGAN STATE UNIVERSITY;

(2)  THE BOARD OF REGENTS OF THE UNIVERSITY OF
MARYLAND;

(3)  THE BOARD OF TRUSTEES OF ST. MARY'S COLLEGE OF
MARYLAND; AND

(4) THE BOARD OF TRUSTEES OF STATE UNIVERSITIES AND
COLLEGES.
