REVISOR'S NOTE: Subsection (a) of this section is new
language derived without substantive change from the
first sentence and, except for the parenthetical
phrase, the second clause of the second sentence of
former Art. 15A, § 8(a).
Subsection (b) of this section is new language added
to clarify that a lump sum appropriation is paid out
in accordance with the schedule approved for the
appropriation. This addition is based on the second
sentence of former Art. 15A, § 12, which prohibited
expenditure of any part of a lump sum appropriation
until approval of a schedule, but which failed to
state that the schedule governed disbursement of the
appropriation. See § 7-233 of this subtitle.
In subsection (a) of this section, the word "reduced"
is added to reflect § 7-213 of this subtitle.
Also in subsection (a) of this section, the defined
term "appropriation act" is substituted for the former
reference to a "budget bill, supplementary
appropriation bill or bond issue bill", for brevity.
The Commission to Revise the Annotated Code notes, for
the consideration of the General Assembly, that, while
the Board of Public Works clearly must approve the
initial schedule for a lump sum appropriation, it is
unclear whether the Board also must approve an
amendment to the schedule or whether the general
procedures in §§ 7-208 and 7-209 of this subtitle
apply.

7-207. LUMP SUM APPROPRIATION.
WITHIN 90 DAYS AFTER THE GENERAL ASSEMBLY ADJOURNS, EACH
OFFICER OR UNIT OF THE STATE GOVERNMENT TO WHICH A LUMP SUM
APPROPRIATION IS MADE SHALL SUBMIT TO THE BOARD OF PUBLIC WORKS A
SCHEDULE THAT SHOWS, IN THE FORM AND WITH THE DETAIL SET BY THE
BOARD, THE PROPOSED APPORTIONMENT AND PROPOSED DISBURSEMENT OF
THE APPROPRIATION.

The reference to the "form and ... detail set by the
Board of Public Works" is substituted for the former
reference to a "detailed budget schedule in the usual
form", for clarity.
