The requirements of the constitutional provisions
would apply in any event. However, the addition of
this section clarifies the scope of certain former
sections that seemed to allow disbursements without an
appropriation. See § 7-217 of this subtitle.

PART II. SCHEDULE.
7-205. REQUIRED.
EXCEPT AS PROVIDED IN § 7-212 OF THIS SUBTITLE, AN
APPROPRIATION MAY BE DISBURSED ONLY IN ACCORDANCE WITH THE
CURRENT SCHEDULE FOR APPORTIONMENT AND DISBURSEMENT OF THE
APPROPRIATION.
REVISOR'S NOTE: This section is new language derived
without substantive change from the first clause of
the second sentence of former Art. 15A, § 8(a).
It is revised as a separate section to clarify its
applicability to a lump sum appropriation. See §
7-206(b) of this subtitle.
The introductory language of this section, "[e]xcept
as provided in § 7-212 of this subtitle," is added as
a general reference to the authority of the Boards of
Regents of Morgan State University and the University
of Maryland and the Boards of Trustees of St. Mary's
College and the State Universities and Colleges.
The word "current" is added to modify the word
"schedule", to reflect §§ 7-208 through 7-210 of this
subtitle, which provide for amendment of a schedule,
and § 7-213 of this subtitle, which provides for
reduction of a schedule.
7-206. INITIAL SCHEDULE.
(A) IN GENERAL.
THE INITIAL SCHEDULE FOR APPORTIONMENT AND DISBURSEMENT OF
AN APPROPRIATION CONSISTS OF THE ITEMS AND AMOUNTS SET FORTH IN
THE APPROPRIATION ACT. HOWEVER, THE SCHEDULE MAY BE AMENDED OR
REDUCED AS PROVIDED IN THIS SUBTITLE.
(B) LUMP SUM APPROPRIATION.
FOR A LUMP SUM APPROPRIATION, THE INITIAL SCHEDULE CONSISTS
OF THE ITEMS AND AMOUNTS APPROVED BY THE BOARD OF PUBLIC WORKS
UNDER § 7-207 OF THIS SUBTITLE.
